2018-2019 Executive Board
Each Spring, the FCG membership body elects a leadership team of six members to run the organization and ensure the execution of FCG’s mission. Learn more about the current administration below.
Executive Director: Bradley Katcher
Bradley Katcher is a second-year Master of Public Policy candidate at the Frank Batten School of Leadership and Public Policy at the University of Virginia. He also received his Bachelor of Arts in Economics from UVA in 2018. Since joining FCG, he has had the opportunity to serve as both a consultant and project manager with projects involving the Cancer Action Coalition of Virginia and the Thomas Jefferson Area Coalition for the Homeless. He currently serves as the FCG 2018-2019 Executive Director.
Bradley’s policy interests include economic policy, health care policy, and impact evaluation. He is interested in conducting academic research, is passionate about promoting civil discourse and has been involved with planning debates between political candidates. He is also active with many community organizations such as the Charlottesville Debate League and serves a representative on the Batten Graduate Council. Finance Chair: Ruhama Yared
Ruhama Yared graduated from Goucher College in Baltimore, MD in 2013 with a major in Education and minor in Mathematics. Following graduation, she taught middle school and high school math in Herndon, VA for four years. She is currently working on her master’s degree in public policy at UVA. She is interested in education policy as well as human rights and international affairs. Upon graduation from the Frank Batten School of Leadership and Public Policy, she hopes to work for a nonprofit or government organization focusing on education policy.
Membership Chair: Stephanie Davis
Stephanie Davis is a second-year Master of Public Policy candidate at the Frank Batten School of Leadership and Public Policy at the University of Virginia. She also received her Bachelor of Arts in Global Public Health and Foreign Affairs from UVA in 2018. Since joining FCG, she has worked with the Sexual Assault Resource Agency (SARA), the Cancer Action Coalition of Virginia (CACV), and currently serves as the FCG 2018-2019 Membership Chair.
Stephanie’s policy interest include international development and human rights policy. She is passionate about public service and has served both the Charlottesville and international community through undergraduate research, Madison House, and the Young Women’s Leadership Program. This past summer she interned at the Federal Executive Institute in Charlottesville, VA.
Client Development and Outreach Chair: Isabel Coughlin
Isabel Coughlin is a second year MPP student from McLean, Virginia. She got her Bachelor’s Degree in Government with a minor in Business Spanish at the University of Virginia. This past summer, she worked for the Center for American Progress in Washington, DC. Isabel is interested in immigration policy and poverty and women’s issues.
Alumni Relations and Special Events Chair: Rachel Astorquiza
Rachel Astorquiza is a second-year Master of Public Policy candidate at the Frank Batten School of Leadership and Public Policy at the University of Virginia. She also received her Bachelor of Arts in Government from UVA in 2018. Since joining FCG, she has served as both a project manager with the Sexual Assault Resource Agency (SARA) and as a consultant with the Cancer Action Coalition of Virginia (CACV). She currently serves as the Alumni Relations and Special Events Chair.
Rachel is interested in health care policy. She is passionate about increasing
access and affordability of care, as well as reducing preventable Healthcare
Associated Infections. This past summer, Rachel interned with the Illinois
Department of Public Health’s Division of Patient Safety & Quality in Chicago.
